Opinion on having a tiny micro chip black box implanted in Americans who commits a crime !

The crime rate in America is getting ridiculous and a good way in my opinion to slow down the crime is have a small tiny micro chip black box implanted near the brain area which would monitor the crime commiters in order to prevent future crimes.
